ARPOA BOARD MEETING

NOVEMBER 1, 2005

 

Members Present:Walter Bigelow, Dave Buemi, Mary Gibb, Anastasia Hopkinson, Geri Nicholson, Dan Santin, Steve Stroetzel, Judy Vaughn.

Directors Humphreys & Persinger were absent.

Non-Members: Land Preservation Comm. member Don Riddle.

Bay Ridge Trust Representatives: Dan Wells, Sandy Sweeney, John Chapman

 

President’s Report: Well over 100 people enjoyed the Fall Classic, which was highlighted by the parade of children in costume.  Additional, unanticipated expenses were incurred and approved by the Board with the understanding that in the future such expenses need to be agreed to in advance. 

 

Treasurer’s Report:  The treasurer sent word that the final County audit has been completed and we passed with flying colors.

 

PWD:  The PWD advised that plowing costs have increased.  Annapolis Pest Control does the plowing and does an excellent job.  The PWD does some salting on steep inclines.  It was suggested that the PWD get a few other bids in the future with the possibility of reducing the cost of plowing.

Dangerous icing on Claiborne Road in front of the Doyle’s is a problem because there is no culvert pipe under their driveway.  An open swale would be the cheapest solution and the easiest to maintain, however there is objection from a neighbor on aesthetic grounds.  Walter and Steve will meet with the neighbors to discuss how to go about solving the problem.

Fragmites need spraying and burning.  PWD will get in touch with John Flood for more spraying.

The $60,000 grant from CBF for erosion control and repair has been resubmitted.  We should know the result later this month.

 

Old Business:

 

Ogleton Woods Management: Dan Wells, of the Bay Ridge Trust, distributed a Project Task List for Annapolis Roads and reminded the Board that we need a plan to manage the woods.  Pledge reminders for the Land Preservation Campaign are being sent out.  March 31, 2008 is the end of the pledge period.  Dan Wells emphasized the desirability of moving forward as quickly as possible on the steps leading up to the turnover of the loan to ARPOA, as the loan will then be converted from 6% to 2.95%.

Dan Wells introduced John Chapman, a trained forester working with the BRT.  Mr. Chapman explained that there need to be base line data collection on the conditions in the forest and annual inspections to verify there is no degradation in the conditions.  Goals of a forest stewardship plan will need to be presented to the DNR. The DNR will prepare a plan according to the goals presented, or the community could come up with its own plan.  Much of the work can be done by volunteers, but the occasional hiring of heavy equipment may be necessary.  Liz Smith and Angus Philips have both expressed an interest in the Forest Management Committee.

ARPOA will need to obtain the survey and place corner markers as well as boundary signs in the woods.  Dan Wells showed a sample of the Bay Ridge boundary signs.

 

Capital Campaign:  Director Nicholson assured the Board and the BRT members of the follow-up on pledges.

 

Land Preservation Committee: The LPC is working very hard on a contract for the Green Willow Property.  The Committee hopes to have a contract agreed on in time to bring it to the community at the annual meeting.

The Board asked that, to the extent possible, it be kept up-to-date on ongoing negotiations.

 

New Business:

 

The Annual Meeting was tentatively set for Dec. 6.
