ARPOA BOARD MEETING

April 6. 2004

 

Member Present: Walter Bigelow, Mary Gibb, Anastasia Hopkinson, Chris Humphreys, Geri Nicholson, Bonnie Persinger, Dan Santin, Steve Stroetzel, & Donald Walsh

 

Non-Members: John Coche, Candy Bigelow, Mr. Campbell, Steve Masciarelli

 

President’s Report:

The President introduced Steve Masciarelli, from State Farm Insurance Co. who briefed the Board on Board of Directors liability and State Farms insurance policy coverage.  He provided a draft policy which would protect ARPOA, Directors and Officers from various types of liability.

The President introduced Lyon Drive resident, Mr. Campbell.  Mr. Campbell brought to the Board’s attention the proliferation of trash that seems to be accumulated behind the golf course clubhouse.  He informed the Board, that the indiscriminate dumping of old equipment and supplies by the golf course may be in violation of a number of Maryland laws.  In addition to being an eye sore it could also be creating an environmental hazard.  The Board agreed to forward a letter to the owner of the golf course noting the community’s concern and asked Mr. Campbell to draft a letter to assist in this process. 

The President noted again that FEMA is still deliberating on the issue of reimbursing local communities for the clean up costs associated with hurricane Isabel.

 

Treasurer’s Report:

Treasurer provided the Board with updated financials.

 

PWD Report: 

As directed the PWD moved forward with the sale of the community’s truck. However, due to the poor condition of the vehicle a sale was not likely and in order to avoid further cost the vehicle was disposed of for $1.00. 

PWD noted that the new keys for the boat ramp are in and will be distributed after an appropriate notification is given to the residents.  He also noted that there are a few unauthorized dinghys at the dock area.

As directed the PWD has installed a chain and lock at Green Willow to limit access to non-residents.

As requested the PWD provided the Board with a schematic for the proposed addition parking area at the overlook, adjacent to the access road.  The Board concurred with his design.

 

New Business:

No new business reported

 

Vice-President’s Report:

As requested by the Board, the VP developed an estimate for the cost of fencing materials that could be installed along Claibourne road.  The cost for 400 feet of fencing would be approximately $2000.00.

 

Community Development Committee: 

Chairwomen noted that the collection of the Land Use questionnaire was completed and 100+ responses were received.  The result will be tabulated and provided to the Board at the May meeting.  She also noted that the land survey currently underway by the Bay Ridge Trust contractor should be completed soon and the results should also be available in May.  The Chairwomen attended the variance hearing for Claibourne property that developer Richard Roesner is trying to develop.  ARPOA resident David Bastian witnessed against the proposed variance.

 

Next Board meeting is scheduled for May 4th at Walter Bigelow’s house.
