We haven't scheduled the annexation before the Planning Commission as
yet.  The annexation and zoning are reviewed by the Planning Commission
and forwarded with recommendations to the City Council.  The City Clerk
is responsible for advertising/notification for the Council.  For the
Planning Commission I don't believe that there are any specific
annexation notification requirements, but because the annexation and
zoning run together, there is public notification for the rezoning, and
we would typically note that the rezoning is an adjunct to
annexation--requiring advertising in the newspaper, posting of the
property and notice (letters) to abutting property owners and to
property owners within 200 feet at least fifteen days prior to the
Planning Commission hearing.

For the City Council, legal ads on consecutive weeks are required as is
posting:

/2.52.050  Public hearing./
/When the petitioner has complied with the requirements as specified by
the city council following the preliminary review, an annexation
resolution shall be introduced, and the city council shall conduct a
public hearing with regard to the proposed annexation at the time and
place as shall be established by them. The hearing shall be conducted
and a record of the proceedings shall be preserved in the manner as the
city council prescribes. A description of the annexation and a notice of
the time and place of the hearing shall be published as specified in
Article 23A, Section 19(d) of the Annotated Code of Maryland and shall
be posted on the property at least fifteen days prior to the hearing on
a sign facing the most heavily traveled adjacent roadway. The petitioner
shall remove the sign within seven days following the closing of the
hearing. At the hearing, the recommendations of any board, commission or
agency shall be placed in evidence.  (From the city Code)./
